There's an old game (I think it was for the Genesis?) that was translated pretty poorly. (Hence all these "Engrish" phrases) well, somebody posted a particularly poorly translated segment of cutscene on the net, and people were laughing it up, and soon enough, it took off enough that people were putting the phrases (particularly "all your base belong to us" into all sorts of images and making it up like a big conspiracy... it's sort of like a world-wide internet version of an inside joke that's gone on a little too long.
Unfortunetly, if you didn't pick this up more from the begining, it doesn't make nearly as much sense.
If you go the official site at http://www.planetstarsiege.com/allyourbase/ , and click around, one of those links on the left, either intro or story, I believe, has the original game clip...
