Nothing's impossible, but what you're asking for is a tall order. You're looking for a conversion board that would take a potentiometer signal and convert it to a serial data stream. I'm pretty good in embedded design and develop microprocessors that could read a pot using an A/D channel and output it as a single-wire bit stream like a mouse does. But we're talking *custom design* for something that has little mass market appeal. What makes the existence of a "pot-to-optical quadrature" converter very unlikely is that all mice run off of negative 5 volts. Most chips are positive 5.
Leaving the technical stuff behind, I did notice that Omega Race can be configured to rotate using a joystick. You may just want to attach your potentiometers to the *GAME PORT* and possibly get Pong, Warlords, Breakout, and Omega Race to work.
