Please help re: building a VGA->TV RGB cable

I'm trying to build an RGB cable that will connect from my graphics card's VGA plug to my TV's SCART/EURO-AV connector. I will be using MAME's '-monitor ntsc' switch to set a compatible resolution and horizontal frequency (my TV is NTSC compatible) and I know that I need to wire up the Red, Green, Blue and Ground pins.

I'm unsure about which sync pins to use - SCART only has a composite sync input rather than separate hsync/vsync inputs as I understand Arcade Monitors have (for a pin-out diagram of a SCART socket see http://ftp.unina.it/pub/electronics/repairfaq/REPAIR/F_Pinouts3.html#PINOUTS_014).

The first two examples in the 'Using Arcade Monitors' section of this website's FAQ contradict each other - I reckon that I will require vsync as my TV can do both 50 and 60Hz and may run in 50Hz mode instead of 60Hz. If I do need both then do I just solder both of the wires to the composite sync-in pin on the SCART plug?
