Actually with mame dos the allegro support for the spinner is not very good.
1.You can do two things to get it to work ok:
Use a mousedriver, yes some will work, like the ctmouse driver that comes with advancemame or the genius mouse driver that you can find on this site.
2. With les 2.3 you can map the spinner to mouse x. You also have to map the auto detection to your mame.exe or even better to command.com. And when running mame enable the mouse and a joystick (-joy fspro) in mame to get it to work.
