I'm not a technical expert on these things. But I will say this: most reports I have read on the web complain loudly about the quality of composite out and then gush profusely about the jump in quality when switching to S-Video.
I suppose you could go for a scan convertor; those run about $200 US... However, only you can decide whether that money could be better spent on an S-video TV. Or on a 25" SVGA monitor. Check your prices...
