Here's a link on installing a cap kit, it also has instructions on discharging a monitor. Mind you, this is not the safest way and is refered to as the 'short cut' method. Take a look at saints write-up under Tech&Tips>Monitors. Above all, take all precautions and be cafeful.

: Does anyone know the safest way to discharge the anode on an arcade monitor? the anode is starting to curl up and I want to discharge it and glue it back down. I'm just trying to do this without getting fried. Thanks, tb
