I use the vgatv driver with my cabinet when I want to edit my mame.cfg or arcadeos.cfg. The dos shell in arcadeos doesn't work with my cirrus logic card. Make sure you use the /isp switch or your monitor won't sync properly.
As far as the dos tsr working in windows I believe it would only work if the windows display is using bios to set the resolution. As I understand it, his TSR reprograms the bios video modes so maybe 640x480 with 16 colors would work.
I plan to test the windows 95 driver with a S3 trio card I have sitting around. It is supposed to work at 640x480 with 16bit colour even with directx stuff so mame32 should work.
