2) Yes, most (all?) Neo-Geo games work on Mame. Probably not as FAST as NeoRageX, but they work.
Since most of us haven't bottom-fed for 119 Neo-Geo romsets to use, we don't know of different strengths/weaknesses for versions of Mame. I'd check various Mame messageboards.
