PCB Circuit Board Help!

Say if you have a PCB board, will it hook up to any arcade machine? Im looking to make a Mortal Kombat 2 or Double Dragon arcade game. Can anyone give me what cabinet i need, controls, pcbs, wharever! im new at this and don't know very much :o(
