You can add this to the Dreamcast to Aracade monitor section.

Most VGA boxes have the 15Khz and 31Khz pins connected in the VGA Box (also shown on the gamesx website). I've verified this with the Gameware Madness VGA box and Blaze VGA box. Open the VGA box, and cut the 31Khz wire where it connects to the PCB. This leaves the 15Khz pin as the only one grounded. Hack a VGA to VGA cable to splice off the R/G/B/H/V to your arcade monitor.
