Well yeah, duh, you can't run MAME without ROMS, but that doesn't mean we want to advertise to the world that we are downloading them. Of course you run roms that don't belong to you. However, basically it's illegal, and there's no need to draw attention to yourself by selling the roms to people. If you do this you could run the risk of getting emulators and roms outlawed. The owning companies have been very gracious to not prosecute sites for carrying their intellectual property. Let's not give them a reason to start, ok??
