For example, Hanaho's (Hotrod) coin-op classics CD, is a fully legal rom disc, because Hanaho owns full legal rights to those Capcom games. Those on irc are illegal. You are only legally able to download roms, if you have license for them, either by owning the actual rom board, or a pack such as Williams arcade classics. And that is in the gray area of the law.

: I know some people that sell CDs with all the MAME rom collection. In fact I have my collection in 2 CDs that I bought to one of those guys I knew on the irc. Roms are free, aren't they? So, if I'm just paying the download, the compilation, and the burning of the CDs... can I say this is legal?
