It's very illegal. ROMs are not free. It's illegal for web pages to let you download them, it's illegal to sell CD's full of them. The only legal way to get the ROMs is to either buy them from the copyright holders, someone licensed by the copyright holders to sell them, or to buy the original game or PCB and read them yourself. It's not even legal to give the ROMs to someone who already owns the game. The owner of the game has to make his own backups.
