I am running my entire collection (PC games, Arcade Emus, Console Emus from A2600 to N64) on a Samsung 25" TV with S-Video input. My card is an ASUS AGP-V7700 Deluxe (Geforce 2 GTS) 64 MB. Let me tell you, it's incredible. It's a TV so console Emus look great. It's bright, sharp (using S-video, not as much color bleeding as composite) goes up to 800x600 as many colors as you can throw at it, and the Arcade games, even Vector (with the right settings) looks awesome.

Highly recommend.

: How much does a top of the line video card for this run with s-video output?

Well, mine runs approx. 340. It's got 2nd gen GPU for REAL 3D power, and supports 2D flawlwssly. If you're interested in plain vanilla S-Video for 2D mostly, ATI is the way to go. The TV idea is a reasonable solution with the most flexibility.
