World Heros 1,2 and Jet play well with 2 or 3 buttons. So a Y-splitter and two cheap gamepads would do the trick.
Most scrolling fighting games use 2 or 3 buttons, e.g. Double Dragon 1+2, Ninja Turtles, Captain Commando etc.
The NeoGeo support in MAME is very good, I expected it to be slow, but it runs big ROMs like World Heros Perfect, well, perfectly.
