Did you happen to copy the mame files from a CD?
I had the same problem and it was because the files were all READ ONLY.

When I go into the mame config settings and change any key settings whether they be for the game I am currently in or for mame in general, they are not getting stored. Thus I need to redo the settings everytime I go into the mame. I can't seem to find a setting which would change this, am I'm missing something.
