Well Jedi you are looking at 31 Inputs plus trackball and spinner. Looks like the Hagstrom KE72 with trackball interface would be your best bet. You could buy a cheaper encoder but it would be pretty hard to avoid ghosting issues with 31 inputs. You are looking at a worst case scenario of 16 inputs being pressed at once. (Any 4 player game all 4 players moving diagonally and pressing 2 buttons).

If you did a 2 player only setup you would have a lot more options.
