Assuming my photo works, I have a steering wheel mounted on my cabinet in the way you describe although it is a PC steering wheel and it's not 360 degrees.

The base has a giant suction cup and a screw mount clamp to hold it down. I was able to take it apart and reverse it so that it would face up instead of down...hopefully you can see this in the picture - I can take a few more if you need them.

My door comes off and all I have to do to mount it is slide the door out a little, attach the wheel and tighten the big screw mount (which is just under the middle of the control panel).

It takes about 15 seconds to install.

Hopefully this helps you.
