Cyrix processors don't actually run at the speed that they put on them. Theier claim was that their processors were superior so they rated them higher than they actually ran.
I had a Cyrix 300 at one time that ran at a whopping 233 MHZ. I believe the Cyrix 233 runs at 166MHZ. So you may be able to overclock that sucker still. (But it would still be dissapointing).
You could just put the games on it that it could actually handle. Which is most Mame games, (Using dosmame anyway), but not Neo Geo, Mortal Combat, Narc, Stun Runner, and a few others that I can't think of right now. On the plus side that PC can handle all of the older consoles, (Nes, Snes, Genesis, etc) without a problem.
