ROM Board Burning

Hi all,
I’m probably going to shot down to pieces for this, but here goes anyway.
Would it be possible to build a ROM board with all the ROM’s and a front-end for games selection burned onto the board, bypassing hooking up a PC to the CAB? I know you would need some specialised equipment and somebody that knew what they were doing but in theory is it possible?

I presume that "IF" this was possible it could only be done for one type of cab ie. All the JAMMA compatible games. Or maybe an emulator could be also burned on to allow playing of other types.

Could it be done by using EEPROMS?

Just a thought! (Apologies if this is nonsense!!)
