"VGA" arcade monitors

Question on so-called VGA arcade monitors (like the Happs or WG U3000 or U3100). Are these as simple as I think to hook up? Do they come with all the necessary cables? Do I just need to plug the VGA cable into my video card and the power cord into the wall and I'm done?
