Legacy, in computer terms, means something that has been in use for a long time, as opposed to a brand new technology. It has nothing to do with dos or windows specifically.
The act labs legacy mouse driver is for windows.
What makes you think it won't work on an arcade monitor or tv vs a computer monitor? I havent used it so I cant say either way, but I'm wondering what you are basing that opinion on.
