How to get a 24khz signal in mame?

I found a blade24 util which sends a 24khz at 1024x1028 in windows. This worked great!. Apparently I have a medium rez arcade monitor. how how do I get mame to send out a 24khz signal in mame or arcade os or anything?

: I don't have a game board to test it with, when I bought it the operator showed me it working and it was fine then. I know the video card works fine, since I tested it before I hooked into the cabinet. AThe picture is fairly stable on the screen, it could be a power supply problem. I'm not very experienced with hooking up monitors. I simply took the two VAC lines off the isolation transformer and hooked them into the wires on the monitor. Anything I can check on that?
