I'd say multiple partitions is unnecessary then. I'd use Win98 and the DOS that comes with it (7.1)
This has the advantage of FAT32 support for large hard drives that DOS6.22 doesn't have.

You can run both MAME and MAME32 (if you choose) out of the same directory to minimize duplication of files.
