First, make sure the serial port is enabled. Win 98 will recognize two mice. Use add new hardware and manually select it if required.

Win 98 also will assign both mice to the same driver so they will fight for cursor control. In a Dos box, EMU+ (a mame derivative) will allow independent control of two mice.
