Some people us Photoshop, others us Paint Shop Pro. I'm sure are a ton of others that people are using.
As far as infringing on a copyright -- we're already sort of doing that by using the ROMS. I'm sure you're not going to have any problem like that making your marquees.
: What program did you use to make the marquee and where did you get the artwork (pacman pictures, etc.) Is there some trade secret I'm missing? I don't want to infringe a copyright, just make a cool marquee.
