The solution is to not use cabling at all. RF will do what you want. The main difficulty will be finding a PC monitor RF transmitter. If he's willing to go with a TV for upstairs and has a TV out card, then there's no trouble finding a composite video trasmitter. He'll need to get an RF based keyboard and mouse device. I've used RF based X10 controllers from outside the house (and several feet away), and I'm assuming that RF based PC devices have simular range.
