KE72-T Spinner Control

Could anyone give any advice on how to get the best performance with a KE72-T to Tempest spinner controller? I'm using Win98 and a Happ trackball pcb and encoder wheel (Fultra Spinner). The control in MAME Tempest doesn't seem to be as good as my previous computer, do I need a different mouse driver?
