What your describing is "acceleration" in the mouse driver. I've found that trackball and spinner games respond best with acceleration turned off in the mouse driver. This way the PC reports linear motion to mame, and you can fine tune the controls with mame's analog controls menu. It has to be tweaked game by game. For example, I went into an arcade and played arkanoid for about 3 hours, then went home and tweaked mame to match. I'm sure it's not exact, but it's a close as it's going to get and turning off acceleration made all the difference in the world.
