Windows ME has no DOS mode.

Win ME is very different to 98 especially when running DOS programs! The main difference is there is no DOS sitting behind it and you cannot boot into command prompt mode. You can only open a DOS box in the GUI.
In ME the way DOS programs are run is through emulation and I would expect the emulation of non-standard video modes not to be too good.

: Windows ME is the same as 98, just with supier stuff. Under DOS, both are completely identical. Something else must have been wrong. I strongly suggest not booting into the windows GUI with an arcade monitor, your display settings may be too intense for it.
