The surface you which to put solder on must be clean, and it must be hot. (im assuming here that you are soldering to a copper contact on a PCB board)
You apply heat to the pcb with the iron, then apply the solder. Doing this while also holding the wire you wish to solder to that point can be a real juggling act.
Be careful not to apply too much heat, or the copper will peel off of the board material.
Also, do not use your teeth to hold the solder (although this works really well) unless you want to risk lead poisoning.

There is a certain amount of skill involved here.
You may wish to practice a bit on an old pcb or even just soldering two bare wires together.
