Universal Spinner Interface

Can anyone tell me the plausibility of creating a "Universal spinner interface" for keyboard, joystick or gamepad? At "http://www.st-hans.de/tricks.htm" there is a reference to one built by Stephan Hans, but no updates in almost three years. Has anyone else tried this? And if so, what are the pros and cons, outside of the kind of knowledge needed to build one of these.(If it works, then it seems as though someone who knows what they are doing could build one for use with a trackball also).
