some body know about of problems with windows ME and arcade monitor

HEY FOLKS, SOMEBODY KNOW ABOUT OF THE PROBLEMS WITH MAME AND WINDOWS me on the arcade monitor, because when I put my cable vga to rgb in my monitor arcade , this make a shortcut and my monitor have serius damage
in the fuse part, one month ago, i put this cable with windows 98 and thats works, but i do not what happen,(the cable, the monitor, the videocard or windows me)under dos ) I´m a newbie please sendme a help
