I'm not sure what's best, but I think you should check out Ebay before buying new. I got a Pole Position control panel for <$10 on Ebay. It included the steering wheel (with optics), but was missing the shifter. I'm going to interface it to a mouse for use.
For a shift, I was just going to use a standard arcade joystick; up for shift up, down for shift down, and maybe left and right for other uses. I'm not sure if this is practical, though. I guess I'll find out when I finally build my machine.
