Q1) Can windows be used with this setup?
(While I intend to run MAME in pure DOS, I would like the ability to launch Windows for file maintenance, and network support)
Windows on a Standard resolution arcade monitor sucks. The monitor only supports 200 lines of resolution so to put a 640x480 image on a 640x200 screen, well you get the idea. Windows on a Medium resolution monitor (400 lines of resolution @60hz or 480 lines @50hz) doesn’t look too bad, but isn’t a VGA monitor by any means. If purchasing a new monitor is an option you could go with a WG-D9200 monitor. I just received mine and am in the process of writing a FULL review. The D9200 supports VGA (640x480 & 800x600), EGA (24.5khz), and CGA (15khz).

Q2) Are vertiaclly oriented games possible with this setup?
For vertical games the more lines of resolution you have to work with the bigger and better the game will be on a horizontal display. You will of course have the empty spaces on the sides of the game.

Q3) Are there any games that simply will NOT work with this style of display setup?
Any MAME game will work with a standard resolution arcade monitor. But games with more than 200 lines of resolution will either be chopped off or resized to fit. Super Sprint for example looked bad for me on a standard resolution monitor and perfect in medium resolution. Using Mon-ARC will allow you to run any game/app on your arcade monitor with the limitation being the number of lines your display can handle.
