Microsoft Sidewinder game pad is by far the best choice. You can chain more than one together, and on the inside it has solder points for all of the controls waiting to be wired into.
I have two in my cabinet for a total of 8 directionals and 20 buttons, didn't even have to hack a keyboard for any of my gaming. And the front of my cabinet has a port to plug additional gamepads into so a third or fourth player can join in the fun.
