Problems compiling latest version of MAME...Seal library not found?

Hello all
Just tried to compile the latest version of mame (with testdrivers removed) but when I went to compile it said that the seal library was not installed. I just installed a fresh copy of all libraries and the confirmed that the seal libraries were there. Has anyone else had this problem?
