All current MAME's have over/under clocking. Enable -cheat and hit the tilde ~ key. You'll find you can clock things as well as adjust volume, brightness etc. It's not as good as the emu+ implementation, but it does the same thing.
This feature was added quite a while back, can't recall exactly when.
