When you download Liveware...DON'T RUN SETUP!
Instead run each of the red package icons individually...then go look in your temp folder. Somewhere you should find a folder called LW3 or similar. Inside it should me a directory structure similar to that found on your original CD. Find the Setup folder a couple levels down and you should have your audio.ini file in there. After modifying it, run the setup.exe IN THIS FOLDER, not the original one.

Sorry but I did this all without really thinking about it, as I always extract things and look at them before running them. Hehe.
