An ambitious project to say the least. A keyboard hack would be a logistical nightmare, and almost certainly wouldn't work due to ghosting. Saint has a great section on this.
A KB encoder is achievable, but it will take careful planning and some experimentation.
More than anything, however, is how will you fit all these onto one control panel? Are you making one from scratch? It will take a lot of space to make it feel right for 4 players at once. (Or did you strike gold and purchase an old cabinet meant for 4-player games!?)
Oddly, I spent more time planning the layout of my two-player panel than determining how to connect the controls.
