You could do it... I see three ways:

1. hack into the keyboard LED and have that send the pulse needed to dispense a ticket. (best bet)
2. use a photo-sensitive transistor to detect when the keyboard LED is lit, then send a pulse from there. (probably not as reliable)
3. develop a software app that monitors the status of the keyboard LED's (under DOS you could control and monitor this, don't know about win95), when it is lit, the app would send a signal to the serial/parallel/whatever port to pulse the ticket dispenser (pretty involved)

Happ Controls does have ticket dispensers (on page 131, or at http://www.happcontrols.com/amusement/coindoor/42098000.htm). It looks like they will dispense a ticket when they receive a pulse (don't take my word for it though :) I just glanced at the description.)

Let us know if you do it, it would be pretty cool to see!
