You say that you have a Dell - does it still have that crappy keyboard management software loaded?
I have no idea if this would have an effect but the keyboard remapper that my buddies gateway came with had this effect sometimes; normaly only when lots of keys keys were being pressed at the same time (like um... every single arcade game)
if it's there unload it and see if it helps
if not... then I have no idea :-(
