Verticle bars in moving objects?

With AdvanceMAME on an arcade monitor, I get strange vertical bars on stuff that moves quickly. Is this a vsync problem? If I turn vsync on, it slows the games down to a crawl.

Is this a problem that vsyncMAME was made to fix? Could I still get the custom video modes that I made for AdvanceMAME in vsyncMAME?
