Here is what Chris Fulton (Fultra) sent me:
These parts wil cost around $25

"The PCB, bracket, and encoder wheel are what you need
(plus 3 4x40 x 1/2 " screws).

Happ Part #'s are:

95-6969 = bracket
95-0580 = encoder disc
95-0003 = screw
A052-1010 = PCB

That will be all you need to convert it too a complete
spinner. When reassembling, use a washer (or 2)
between the flanged panel bearing that goes through
the "T" plate and the "T" plate itself. This will
give you the proper clearance when using the Happs
PCB.

Once I got these parts the spinner was easy to setup. Yes the ME4 is only for the Happ Encoder board. I figured the mouse would be harder to mount under the spinner that is why I choose to use the Happs parts. I got cables from Hagstrom when I ordered the Encoder just because it's so much easier than trying to make my own. The mouse hack would actually replace the ME4. The ME4 works just fine with the spinner though. Sorry I didn't reply to your email I'm in process of rebuiling computer.
