Are you using the DIY Fultra spinner or the regular one?

With the DIY, you would use the hacked mouse to read the encoder and connect like a regular mouse. The ME4 is not required.

A mouse uses an encoder/sensor and an electronics board. On the regular Fultra spinner he uses a Happ optic board for the spinner and you would use the ME4 for the electronics, the hacked mouse is not required.

In this case the pinouts for the Fultra spinner are here on Happs Trackball FAQ (quoted here):

A. Pin 1 - Output A
Pin 2 - +5V
Pin 3 - GND
Pin 4 - Output B

Get the +5V and Gnd right and the other two don't really matter (the cursor may move right when you turn the spinner left, but this can be reversed inside MAME)

If you have this setup (regular Fultra spinner with Happ optic board) and you know the pinout (or pin-in ?) of the ME4 you are all set!
