The problem would be that unlike AT power supplies which have a definiate "on" and "off" position, ATX ones power on and off with a single signal (say that ten times quickly) sent to it. I guess it is conceivable that if you left it permanently jumpered, it might spark up when you give it power. I haven't tried this myself, so I dunno...
