I can confirm that this card will not act as a TV out for anything other than MPEG playback. You do piggyback your existing display card through it, but the video out has no signal unless the proper program is used to play some form of MPEG. It's a great card for DVD playback and has a good coaxial digital audio jack.
Maybe someone could hack up a driver for the card to act as a TV out, but I'm not even sure the hardware would do that. When playing an MPEG with the supplied drivers and software, your normal desktop is still displayed on the monitor, and the video playback comes through the card.
