Question about video cards with TV output & arcade monitors...(sorry - no message before)

Is there a way to force the ntsc signals through the VGA port when TV out is selected? The STB Velocity 128 used to do that (a bug in the card) but has since been fixed. The composite video is useless as far as arcade monitors are concerned.
