If you can bear to do away with win9x you can get a lot more conventional memory than that.
Anyone remember that great old company Quarterdeck? they made a bunch of cool tools to get the most out of your conventional memory. I remeber getting 611k after using QEMM368 to optimise my machine. those were the days :-)
If you just can't live without win 9X you could try installing dos 6.2 first then put win 9x on over the top. Dos 6.2 came with a tool called memmaker to optimise conventional memory, it seems to work quite well with windows 95 - not sure about 98.
you should be able to ditch at least 2 of those copies of command.com which will free up quite a bit.
any chance of posting your config.sys and autoexec.bat here?
