PC Monitor - wont turn on automatically?

I have an off-brand 19" multisync monitor that has the energy savings "feature" that leaves the monitor in a "standby" mode until it recognizes that the attached PC is turned on. My monitor is in my cabinet now, so I'd like it to turn on when I power up the machine. Instead, it goes into standby mode even though the PC is booting up. This is the same if I first turn on the monitor power then the PC. If I reach into the machine from the back and press the power button on the front of the monitor, it goes from standby mode (Orange light on the front) and turns "on" displaying the picture (green light on the front).

I'm booting into DOS, directly into arcadeos. Is the frequency coming out of the PC the problem? I have an older ATI Rage Pro video card.

I'm so close to being complete -- any suggestions?
